If I had to give an answer, I would say either one. It is only an answer to prayer if you believe it is, or rather if they believe it is, meaning the praying saints in Newark. More important than just believing, they must keep moving forward in prayer and action. With faith, vision and positive united community effort these resources can be used properly and even multiplied to do an awful lot of good, but with out the other elements money will not really help much neither to turn around their schools nor change the community. Just look at Lyndon Johnson's war on poverty if you want an example of how money (what seemed like unlimited money) had no effect to eliminate systemic poverty instead it increased it.
